Registration of Low Risk Products |
The Animal Remedies and Pesticides Boards have agreed to use their powers to adjust the information required for low risk products. This would allow products to be registered (or licensed) with considerably less information than is presently required. However, this is possible only for products that pose minimum hazards and are very unlikely to cause any of the relevant risk thresholds to be exceeded. This means that the products must not:
be the source of violative residues of any of the substances in the product;
have contaminants that would cause violative residues;
be toxic to animals or cause side effects that result in unnecessary pain or distress in the animals treated;
be a source of exotic organisms or endemic pathogen contaminants; or
interfere with disease control programmes.
The products must be considered and the information requirements adjusted on an individual basis. Therefore, MAF has developed a standard for low risk products, which specifies the criteria to be used to determine if a product is low risk and the information that must be provided if the product is low risk. This general standard will be applied to each product and the applicant will be advised of what must be provided in the application. MAF will use the standard and make the decision whether or not the product is low risk.
Applicants should use the class determination service (see page 2) to confirm that the product must be registered (licensed). While the class determination will state only whether a product must be registered, MAF intends to provide a covering letter to indicate whether or not the product could be considered low risk. The class determination guidelines will specify what information must be provided on the product to establish its risk profile.
