Data Assessment Service (DAS) Update |
On 1 September 1999 the ACVM Group introduced the new licensing/registration. One of the new requirements is that applicants must provide risk assessment reports in support of an application for licensing an animal remedy or registering a pesticide. The new requirements state that only risk assessment reports from MAF accredited risk assessors can be accepted.
Until the ACVM Act comes into force there is no mechanism to either credit or to recover costs from the accreditation of risk assessors. Additionally, it is likely that it could be at least 6-12 months before a sufficient number of risk assessors become accredited after commencement of the ACVM Act in order to provide a complete service to industry. Therefore, in order for an applicant to comply with the new licensing/ registration requirements, the ACVM Group will establish a Data Assessment Service (DAS), which will provide an applicant with the necessary risk assessment report(s).
An ACVM Group DAS budget identifying the fees and charges that are required to be established in order to provide this service will need be developed and signed off by the Minister before it can be formally adopted and implemented. Until this time, the ACVM Group will be able to recover only its costs in line with those stipulated in the current fees and charges regulations under the respective Animal Remedies and Pesticides Acts. Therefore as of 1 September, on receipt of an application the ACVM Group will charge an applicant on the basis of the existing regulated fees.
From 1 September an applicant will provide the ACVM Group with all of the information as stipulated in the licensing/registration packages with the exception of any required risk assessment. Initially, the ACVM Group will manage the DAS internally to provide the necessary risk assessment for an applicant. In the short term an applicant will not be required to apply to the DAS. However, once the DAS budget has been formally established the DAS will become operational and applicants will be required to apply to this service directly to obtain the necessary risk assessment reports. The anticipated implementation date of the DAS service will be early 2000.
