‘Recognised person’ is a new management concept under the ACVM Act

‘Recognised person’ is a new provision of the amended Agricultural Compounds and Veterinary Medicines (ACVM) Act 1997. It allows the ACVM Group to identify individuals or groups with the appropriate training/expertise or operating systems to carry out functions that are important in the management of agricultural compounds.

Recognition for ‘veterinary functions’

In regard to veterinary medicines, the ACVM Group considers persons should be recognised to:

Sell/supply restricted veterinary medicines

Issue veterinary authorisations for restricted veterinary medicines that require these

Manage specified programmes

Manufacture veterinary medicines to be offered for general sale

Compound veterinary medicines to be supplied as part of a professional service.

Recognition process under development

While this is the ACVM Group’s initial view, it will be seeking comments from others before it formalises the process of recognition. In the mean time, the ACVM Group will presume that a veterinarian with a current Veterinary Council of New Zealand (VCNZ) practising certificate is appropriately trained and competent to:

Sell/supply restricted veterinary medicines

Issue veterinary authorisations for restricted veterinary medicines.

There will be no formal recognition of individual veterinarians to carry out these functions.

Formal recognition required for manufacturers

Formal recognition by the ACVM Group will be required for persons manufacturing veterinary medicines that require registration. The ACVM Group is still considering how it will apply the recognised person provision to the practice of compounding veterinary medicines as part of a professional service and will be working with the Veterinary Council and the Veterinary Association to develop options.
