Animal Products (Animal Product Transportation and Handling at Point of Export) Notice 2009

1 Background
1.1 The Animal Products (Animal Product Transportation and Handling at Point of Export) Notice 2009 is the export requirement which puts in place the legislative foundation for transport and wharf handling regulated control schemes (RCS).
1.2 From 1 November 2009 all transportation and wharf handling of animal products for human or animal consumption intended for export with official assurances will need to occur under a registered risk management programme (RMP), except to the extent that those activities are covered by operating under an appropriate RCS.
1.3 Over the next 6 weeks NZFSA intends to consult on the detailed requirements necessary for RCSs covering: transportation within New Zealand; transferring animal products between conveyances during the transport phase; handling of animal products at the wharf and loading products onto export vessels; and operations at inland container terminals and similar facilities.
1.4 The Animal Products (Animal Product Transportation and Handling at Point of Export) Notice 2009 notice, commits operators and NZFSA to the RCS process, without imposing specific, detailed requirements on operators. However there remains the option of using RMPs under certain circumstances where it is better for the individual business to operate one RMP as opposed to an RMP and registration under the RCS(s).
1.5 NZFSA intends to implement the RCS over a period of approximately 6 months starting on 1 November 2009. The details of the implementation process will be finalised during the consultation process leading up to 1 November 2009.
