For Your Information F12/07: Philippines: Accreditation of Foreign Meat Establishments

1 Philippines: Department of Agriculture Administrative Order No 16/2006

1.1 Department of Agriculture Administrative Order No. 16/2006 (AO16) requires countries and/or premises wishing to export meat to the Philippines to be officially accredited by the National Meat Inspection Service (NMIS). NZFSA has applied for country accreditation based on an equivalence assessment of New Zealand’s regulatory systems for animal health and veterinary public health.

1.2 AO16 requires that countries and foreign meat establishments (FMEs) that have been accredited as meeting the requirements to export of meat to the Philippines be formally notified by the Secretary of Agriculture. The assessment process for accreditation requires NMIS to evaluate NZFSA’s equivalence application and perform a sample audit of meat premises (FMEs).

1.3 AO16 is due for implementation on 8 January 2008. NZFSA have submitted the required documentation to be evaluated, and have been advised that trade will be permitted to continue past the implementation date under existing arrangements, subject to NMIS performing an audit of a sample of FMEs, which is likely to occur in early 2008.

1.4 Premises selected by NMIS for audit will be advised in due course, and will be asked to complete a questionnaire in advance of the audit.
