Risk Management Programmes (RMP)
A Risk Management Programme is designed to identify, control, manage and eliminate or minimise hazards and other risk factors so that the resulting Animal Product is fit for intended purpose, under Part 2 of the Animal Products Act.

Risk Management Programme 3 Year Review
Streamlined Risk Management Programmes
The streamlined approach was developed to assist operators obtain a registered RMP due to concern over whether the amendment to the Animal Products Act relating to the extension and staggering of the transition period would come into force in time to extend the initial transition period. The use of the streamlined RMP template greatly simplified the registration process and the work involved in having an RMP registered.
At the time of registering an operator's RMP they were advised, via conditions, that:
- if a significant amendment was made the entire risk management programme would need to be re-evaluated by an accredited evaluator; and
- where this had not occurred within the initial three year registration period a complete review of the RMP would be required at the time of the three year review.
In addition a letter was sent to affected operators in September / October last year reminding them of this requirement.
Therefore the options provided below for full RMPs are NOT available for streamlined RMPs.
Full Risk Management Programmes
Within one month of the 3 year anniversary of the initial registration of a risk management programme (RMP), the operator must have reviewed the RMP and provided evidence of this review to the NZFSA. If the review does not occur, registration may be withdrawn. Initial registration is when the RMP was first registered with the NZFSA.
To satisfy this requirement, the operator has two options:
- obtain a full re-evaluation of the RMP by an accredited evaluator; or
- complete the RMP 3 year review form.

Unit Standards and Assessment Materials
The following unit standards have been developed primarily to ensure that key NZFSA Animal Products Group (APG), Compliance and Investigation Group (CIG) and NZFSA VA, Verification Agency (VA) staff can achieve competency in the subjects of HACCP, RMPs and evaluation, as relevant to implementation of the Animal Products Act 1999.
