Transport

The Transport subject area is intended to provide information to operators who transport animal material or product intended for sale on the domestic and international market, on the requirements that apply to transport.

This subject area is currently under development. Initially it will focus on the ‘Regulated Control Scheme – Transport of Animal Products and Animal Material for Export with an Official Assurance’ (Transport Regulated Control Scheme (RCS)), which came into force on 1 November 2009.

Introduction

As of 1 November 2009 the transport of animal material and animal product for export with an official assurance must be covered under either:

- a registered risk management programme (RMP); or

- the ‘Regulated Control Scheme - Transport of Animal Products and Animal Material for Export with an Official Assurance’.

All modes of transport are required to operate under either a RMP or under the Transport RCS. These include road, rail, sea and air.

Transport activities that are specifically exempt from the requirement for a RMP are also exempt from any requirement to operate under the RCS.

NZFSA is currently developing a range of guidance information to assist businesses cover their transport activities under the RCS or an RMP.

To date guidance information has been released that provides a simple way for:

processing premises RMP operators to cover transport under their RMP. This is limited to the transport of animal material and animal products that don’t require temperature control;

transport service operators and vehicle docking facility operators, who are registered under the Transport RCS, to meet the requirements of this RCS.

Transport Regulated Control Scheme

Introduction

The Transport RCS is an alternative option to an RMP that a transport service operator can choose to operate under. There is no requirement to register under the RCS. But by choosing to not register under the Transport RCS the transport service operator must then operate under a registered transport RMP.

The registration requirements of the Transport RCS came into force on 1 November 2009. The remainder of the requirements, relating to operational requirements, come into force on 31 March 2010.

This transport RCS template provides a simple way for transport service operators and vehicle docking facility operators, who are registered under the Transport RCS, to meet the requirements of this RCS.

Transport under an RMP

Explanatory Note

Until the 31 March 2010 RMP operators who transport, but their RMP does not cover transport, are deemed to comply with the registration requirements of the Transport RCS. From 1 April 2010 onwards these RMP operators must either;

- be fully compliant with the Transport RCS; or

- have amended their RMP to include transport.

This transport supporting system provides a simple way for processing premises RMP operators to cover the transport of animal material and animal products, which don’t require temperature control, under their RMP.
