15 Incidence Response and Recalls

Introduction

The discussion paper proposes that TAs’ responsibility under the new regime extends to the performance of incident response and recalls and includes the implementation of a new system (designed by NZFSA) for incident response and recalls. This is a role that will be shared with NZFSA. The details of how the system may work are not provided in the discussion document. Incident response and recalls are currently carried out by PHUs under contract with NZFSA.

Summary

Five submitters (5 government organisations) noted the proposal for TA responsibility to extend to incident response and recalls.

One submitter, a TA, expressed a strong objection to this proposal while others requested further detail on the proposed responsibilities (see also Section 6). It was asked if there would be room for negotiation in defining of the scope of roles and responsibilities in this area as there are capacity issues for TAs (see Section 13) in taking on any new responsibilities.
