Validation of Pest Management Programmes
1.1 Each dairy manufacturer and dairy store must ensure that pests do not infest, spoil or contaminate dairy products, and that the application of pesticides in the environment of dairy food processing facilities or stores does not endanger product safety. Approved methods for pest management programmes are in the codes listed in Section 4.
1.2 Pest management programmes are validated by assessors, recognised under MRD-Stan 1, to confirm that the programmes are properly designed and carried out. MAF Reg accepts the validation reports and is able to minimise its own direct involvement in verifying control of pathogens.
1.3 This standard satisfies Regulation 8, Approvals in respect of transport and storage, and Regulation 9, Approvals in respect of manufacture, of the Dairy Industry Regulations 1990. Product safety programmes conforming to this standard will be approved in respect to pest management.
This standard indicates the areas of coverage for assessors contracted to provide validation of pest management programmes at dairy companies and stores.
Pest management programme means the organised activities involving preventive design, sanitation, and pest monitoring and control to avoid infestation, spoilage or contamination of dairy products.
Validation means assessing procedures, practices, and records against standards acceptable to MAF Reg.
Approval means compliance with standards acceptable to MAF Reg and advising of that approval.
Recognition means the acknowledgment by MAF Reg in writing that a service or individual meets the required standard and the results of their work may be used to contribute to MAF Reg monitoring.
MAF Reg means the Ministry of Agriculture Regulatory Authority - Dairy.

5.1 Validation shall be carried out once per year by an assessor recognised by MAF Reg for category Pp or Sp (validation of pest management programmes: processing or stores) under standard MRD-Stan 1. The organisation providing the validation service shall also be recognised in category Pp or Sp.
5.2 The assessor shall use procedures based on ISO 10011, and follow the procedures laid down by the organisation providing the validation service. The assessor shall develop individualised checklists based on the standards for pest management specified in the dairy company's product safety programme (PSP), the Codex Guidelines for HACCP, and the specific circumstances at the factory or store being assessed. Each PSP must specify NZCP 5 (for product safety standards) and DDM 1C, MQD 12 or NZCP 16 (for pest management standards), or alternative standards approved by MAF Reg.
5.3 Individualised checklists shall cover at least the points listed in Sections 6 to 8.
6. Responsibilities and Authorities
The assessor shall check that responsibilities and authorities for all aspects of the pest management programme are clearly defined. In particular, responsibility for the following aspects must be defined:
- overall responsibility for the programme,
- documentation system,
- implementation and maintenance,
- on-going system review,
- interpretation of information from the monitoring programme,
- actions in the case of a risk of, or actual, product contamination,
- notifications to MAF Reg and the New Zealand Dairy Board.
The assessor shall check that the pest management programme is documented in sufficient detail to provide a good understanding of how it works, and has sufficient records to allow full traceability. The following documents are considered necessary. Note: This list is not exhaustive.
- Prevention
Procedures to ensure all buildings are designed, constructed and maintained to prevent the establishment or entry of pests or their becoming a problem on the exterior. Design standards are given in NZCP 6, NZCP 16 and MQD 12.
- Elimination of food sources
Documented sanitation programmes and housekeeping checklists for all parts of the factory or store, including roof areas. Standards for good hygienic practice are given in DDM 1C, NZCP 16 and MQD 12.
- Knowledge
Training records for all personnel involved, including records of all operators and their qualifications.
Procedures for continual monitoring of pests nominated in the standard and recording of results.
- Control
Procedures for control activities based on information from the monitoring programmes.
Procedures for the safe use of pesticides listed in the current list of "MAF Approved Pesticides" in MQ1.
Records of all control activities including pesticide usage.
The assessor shall check that the pest management programme is implemented and maintained in a manner that provides the company with assurance that pests will be managed and controlled to minimise the risk of product contamination. The following items are essential to the evaluation:
- evaluation of the programme's efficacy over the previous 12 months;
- assessment of rodent control programme including:
- type and placement of bait stations,
- the "three lines of defence" concept, i.e. appropriate control measures at the site perimeter, building exterior and building interior,
- logs of rodent control checks, findings and action taken;
- similar assessment of bird, insect and fungi control programmes, including the monitoring and control procedures and actions taken;
- training records of personnel; qualifications of operators;
- evaluation of changes to buildings and plant since the last evaluation, considering their effect on pest control;
- evaluation of sanitation programme records, including inspection records;
- evaluation of the correct use of approved pesticides and the suitability of the pesticide storage area;
- Eealuation of pesticide usage;
- notification/reporting of monitoring results.
9.1 The assessor shall prepare a validation report for the dairy company or store as required by MRD-Stan 1.
9.2 The report shall include the following;
- a summary of pest problems since the last evaluation,
- a list of documents evaluated during the validation process,
- a list of non-compliances with the approved PSP,
- recommendations for improvement.
The organisation being assessed shall supply MAF Reg with a copy of the report and the actions proposed to address any non-compliances.
11.1 MAF Reg will approve a pest management programme that contains the provisions detailed in Sections 5 to 10.
11.2 MAF Reg may take the following actions, as appropriate, if the standard is not fully complied with:
- make additional visits to obtain or verify information;
- require reports to be provided directly by inspection agencies;
- direct that the pest management programme be validated by a MAF Reg-recognised auditor;
- decline to supply MAF export certificates, and withdraw permission for the use of any MAF mark;
- take other action as provided under the Dairy Industry Act 1952 and the Dairy Regulations 1990.
