E-cert - Paper Interface

Movement of product from paper Eligibility Documents (EDs) to E-cert is covered by the section on source certificate entries in the procedures for raising an ED or Export Certificate. See Raising an ED or Export Certificate - Products and Processes for more details.

If E-cert is totally unavailable, follow the emergency procedures specified in the file Raising an Eligibility Document or Export Certificate.

Movement of product from electronic EDs to paper certificates (eg electronic authorisations to paper export certificates) are handled as follows:

Inter-Premises Transfers and Transfers to Exporters

Where the consignor is allowed to and chooses to still use paper EDs, the consignor produces paper documents for the product being transferred. These are signed and stamped by an Inspector as usual. 

The normal inventory procedures for writing product off the source ED shall be followed and the ED shall be exhausted when all the product has been consigned from it. See Exhausting Product Items or Eligibility Documents - Industry View for more details.

E-cert Eligibility Document to Paper Export Certificate

Where a paper export certificate is signed off an electronic supporting ED, the inspector shall exhaust the electronic ED at the time of signing the paper export certificate. A printed copy of the electronic ED should be filed with the copy of the paper certificate for traceback purposes.
