The New Zealand Food Safety Authority is responsible for food regulation in the domestic and export sectors.
The New Zealand Food Safety Authority is accountable for the implementation of:
- Agricultural Compounds and Veterinary Medicines Act 1997
- Animal Products Act 1999
- Animal Products (Ancillary and Transitional Provisions) Act 1999
- Animal Products Amendment Act 2002
- Animal Products (Ancillary and Transitional Provisions) Amendment Act 2002
- Food Act 1981
- Wine Act 2003

Cost recovery
In the past, most government supplied products and services were provided free of charge. More recently the underlying approach to funding and the role of government has changed and there is now a philosophy of "user pays" unless there is a sufficient justification for taxpayer funding.
Treasury issued policy guidelines in 1999 to assist Government departments to develop and apply cost recovery provisions. In addition, there are Audit Office guidelines on costing and charging for public sector goods and services and there are constitutional principles outlined in the various reports of the Regulations Review Committee. The application of cost recovery policies and resultant charging regimes when determining such matters as the extent of government funding relative to government activities, the activities not to be government funded, and the determination of cost recovery mechanisms, needs to be undertaken in an open and transparent way.
