Further (pet food) processors

A further (pet food) processor is an operator who processes (other than transports or stores) pet food that is raw meat or other animal material or animal product that results from the death of the source animal (for example red meat, offal, poultry or fish) but this does not apply to processors of pet food who are:

a. operating under a risk management programme (RMP), which covers all processing of that animal material or product; or

b. only processing that animal material or product that has already been rendered; or

c. only acquiring that animal product in a ready-for-sale state (and which has been subject to primary processing under a risk management programme by an earlier processor).

This reflects the activity described in clause 7(5) of the Animal Products (Exemptions and Inclusions) Order 2000. These processors are required to list details of their processing operations with the New Zealand Food Safety Authority under clause 69B of the Animal Products (Specifications for Products Intended for Animal Consumption) Notice 2006.

To reiterate, processors operating under a RMP do not need to list as a further (pet food) processor if their RMP covers all processing that would otherwise fall within the the definition above. For example for a slaughter, dressing, cutting and boning operation the RMP would need to cover all these processes.
